From Information to Action: How a Galway Resident Accessed the Warmer Homes Scheme

Bringing Citizen-Led Renovation to Galway

On 10 February 2026, EcoVision and Galway Energy Coop hosted a launch event for the Citizen-Led Renovation initiative at the Portershed.

Funded by the European Commission, the CLR initiative aims to empower communities to take an active role in improving the energy performance of their homes while strengthening local support networks that help residents navigate the renovation journey.

The event brought together Galway residents, community representatives and energy experts to explore practical pathways to home energy upgrades and to build awareness of the supports available to homeowners.

Participants received information packs outlining renovation options and funding opportunities, including:

  • Supports for traditional homes
  • Advice on vacant and derelict properties
  • Information on SEAI retrofit grants
  • Guidance on the Warmer Homes Scheme

The intention was not only to share information, but also to create an accessible environment where residents could ask questions, discuss their homes, and connect directly with trusted experts.

A Practical, Citizen-Centred Format

Rather than relying solely on presentations, the event included interactive advice tables where attendees could speak one-to-one with specialists on a range of topics, including:

  • Age-friendly home supports
  • Electricity tariff advice
  • Community energy grants
  • Warm Home Hub / cooperative renovation services
  • General retrofit advice

This interactive approach allowed residents to explore their individual situations and receive tailored guidance. Representatives from the Sustainable Energy Authority of Ireland (SEAI) and other specialists were present to answer questions and help participants understand the supports available to them.

One Conversation That Made a Difference

Among those attending the event was an elderly Galway resident who came along simply to learn more about improving the comfort of his home.

He lives in an older suburban bungalow close to the coast, which he described as cold and draughty, particularly during the winter months. The sea wind regularly blows through gaps in the building fabric, and he had been concerned about the comfort of his home, particularly since his retirement.

During conversations with the EcoVision team and experts at the event, he learned that he may qualify for the SEAI Warmer Homes Scheme, a fully funded programme designed to improve energy efficiency in homes at risk of energy poverty. Before attending the event, he was not aware that this support existed.

After the event, he followed up with EcoVision and received one-to-one advice during a visit to his home, where the team discussed his specific situation in more detail and helped him understand the application process. With this support, he was able to successfully register for the scheme.

During the home visit, he explained that replacing windows and doors was a priority to stop the sea wind blowing into the house. The EcoVision team also observed that the home’s insulation may be insufficient, although a technical assessment under the Warmer Homes Scheme will determine the most appropriate upgrades.

Through connections developed at the event, the resident was also introduced to a Healthy Homes coordinator from Galway City Council. This ensures that additional age-friendly supports can be considered alongside energy improvements, including measures such as handrails or other home adaptations that support independent living. By connecting energy renovation with wider housing and wellbeing supports, the initiative demonstrates how citizen-led renovation can address multiple needs at once – comfort, health, safety and energy efficiency.

Why Citizen-Led Renovation Matters

This example highlights the value of community-based engagement in accelerating home renovation. Many homeowners, particularly older residents, are unaware of the supports available to them or feel overwhelmed by the complexity of grants, contractors and renovation decisions.

Citizen-led initiatives like CLR help bridge this gap by:

  • Providing trusted local information
  • Creating accessible spaces for advice and discussion
  • Offering personalised follow-up support
  • Connecting residents with local services and community organisations

A Model That Can Be Replicated

The Galway launch event demonstrates how community events combined with personalised follow-up support can lead directly to real renovation outcomes.

What began as an information session resulted in a resident taking the first steps towards a warmer, safer home, while also strengthening collaboration between energy renovation initiatives and local authority services.

As the CLR initiative progresses, EcoVision and Galway Energy Co-op aim to support many more residents in navigating renovation options, creating a model that can be replicated by communities across Europe.
